Elderly & Totally Disabled Homeowners Program

State law provides a property tax credit program for Connecticut owners in residence of real property, who are elderly (65 and over) or totally disabled, and whose annual incomes do not exceed $53,400 if married and $43,800 if single (the income levels are adjusted by the state every year so check with your Assessor for the most recent income requirements). The credit amount is calculated by the local assessor and applied by the tax collector to the applicant's real property tax bill.  Applications may be made with the Assessor's Office between February 1st and May 15th.

  • To qualify the home for which the credit is being sought must be your primary residence. You must have owned the home on or before October 1st of the calendar year preceding the filing period.
  • You must have reached the age of 65 by the end of the calendar year preceding the filing period. Totally disabled homeowners are eligible regardless of age.
  • Proof of all income for the calendar year preceding the filing period must be provided. If you file an Income Tax Return, a copy must be provided. If you receive Social Security benefits, a copy of your SSA 1099 form must be provided. Your qualifying income must not exceed the limit set for the year you are applying.
  • If you cannot provide a copy of your SSA1099, you can request this information from the Social Security Administration.

Certification of Blindness

Certification of blindness must be obtained from the State of Connecticut Department of Human Resources, Board of Education, or Services for the Blind. This certificate must be filed with the Assessor by October 1st. It is only necessary to file once for this benefit. This program is not based on your income.

Total Disability

If you are Totally Disabled you may qualify for $1,000 off your assessment. Forms must be filed only once by October 1st. This benefit is not income driven.

If your income is $53,400 or under if married or $43,800 or under if single, please check into applying for the "Homeowners" program. The state adjusts the income levels every year so please check with your Assessor for the most recent income requirements.

Renter's Program

State law provides a reimbursement program for Connecticut renters who are elderly or totally disabled, and whose incomes do not exceed certain limits. Persons renting an apartment or room, or living in cooperative housing or a mobile home may be eligible for this program. The renters' rebate amount is based on a graduated income scale and the amount of rent and utility payments (excluding telephone) made in the calendar year prior to the year in which the renter applies. Application may be made at the Assessor's Office between April 1st and October 1st.
